Adopting the Principles of E-Government to Improve Loan Collection Procedures - an Empirical Study in the Iraqi Housing Fund

The urgent need for adopting the principles of e-government appeared in all the government institutions and determining the extent of their use in managing data and information and how to take the necessary measures to prevent problems faced by all organizations, especially in the Iraqi Housing Fund. The problem of the study stems from the need for urgent reforms to achieve its goals and public social interests with confidence and safely by relying on modern systems and programs in the procedures for granting loans and the mechanism for repaying them, hence the importance of this study in the extent of benefiting from adopting the principles of e-government in improving loan collection procedures in general in the government financing institutions, and in particular in the (Iraqi Housing Fund), as they lead to the re-forming the fund's infrastructure and focus on the use of its electronic devices, including follow-up programs of the new borrowers and follow-up programs with the mechanism of loan repayment in addition to investing in information technology and employing it in all sections of the Fund to facilitate the process of granting loans and obtaining the required information from the new borrowers and following up the defaulted borrowers after determining the reasons for delayed payment from the required time. As the study aimed to identify the emergence and development of e-government, and focus on the importance of the electronic government, its goals and benefits in government organizations, and determining the types of public loans and their economic and social effects, so a set of questions related to the study variables was represented, which is represented in the (55) questionnaires from a sample of individuals borrowers whose number reached (40) borrowers according to the results of the questionnaires that are valid for SPSS and Excel and statistical methods and statistical tools (arithmetic mean, standard deviation, relative importance, simple correlation coefficient, test T, test F, determination coefficient R2).The study reached a set of conclusions, the most important of which is: The presence of a rational electronic initiative that provides technology infrastructure and human efficiency that adopts the principles of e-government, and this reflects positively on measures to improve the collection of loans.Downloads
