Abstract

Since 1990s the world has witnessed qualitative and quantitative change of decisions that issued by United Nations (UN) Security Council against Iraq, as a result of its occupation to Kuwait, in comparing to other invasions in the Arabic regions such of that of Israel to three Arabic countries.These decisions against Iraq have been issued as a result of some reason; the most important are the following:1)The collapse of Soviet Union.2)Emergence of new international system (that is new international political environment).3)Iraq has not been able to adapt with this new international system.4)The USA has become, as a result of the new political environment, the real decision maker of UN Security council decisions and uses it for its own personal interests and strategies in the world, especially in the Arabic region and particularly against Iraq.The UN Security council issued a series of decisions that have not been witnessed during the history of UN
